Welcome to the Right To Information act of DIRECTORATE OF MUSHROOM RESEARCH Website. This section has been designed and developed as per the requirements of Right to Information Act.

However we cannot put the whole act here but we've tried to provide the visitors an insight into the act in two pages i.e. overview and in definitions. Visitors can go to http://www.righttoinformation.gov.in website for further details .

We've provided full details about our organisation, rules and by laws, designation and pay scales , directory of officers and officials, budget and public information officers. Visitors can click the links provided in the left menu.
 

RTI Proactive Disclosure under Section 4(1)(b) of the RTI Act

1) The particulars of its organisation, functions and duties

    National Centre for Mushroom Research and Training (NCMRT), now referred as Directorate of Mushroom Research, was established in 1983 under the aegis of Indian Council of Agricultural Research. This Directorate is the only institute exclusively dedicated to mushroom research and development in the country.  The Directorate has developed array of technologies for cultivation of different mushrooms in various agro-climatic regions of the country.  The Directorate is also the headquarters of All India Coordinated Research Project (AICRP) on Mushroom with 23 Coordinating and 9 Cooperating Centres located in 28 states of the country.

    Research
    Research projects are developed by individual scientists / group of scientists. The projects is presented and discussed in details in the Institute Research Council (IRC), which is headed by the Director. When the project is approved by the IRC, then only the project can be started. The progress of the project is monitored by IRC periodically and by Research Advisory Committee (RAC) annually. RAC comprise of the outside experts in the field. They also suggest their views for the research project taken up and the research what should be taken up as priority. The technologies developed by the Directorate are disseminated to the farmers through distribution free literatures, mushroom melas, exhibitions at various platforms, organizing training programmes for farmers, entrepreneurs and Subject Matter Specialists.
     
    Purchase
    Purchase is affected following the requirement of the concerned scientist or staff member. First of all the requirement is scrutinized by Purchase advisory committee to see the justification of the material, equipments, etc, to be purchased. The technical specification committee checks the specifications and may make changes for better participation by the companies. The store purchase section headed by Administrative officer call the tenders through CPC portal, website and news paper advertisements giving a time of one month to submit the tender. The tenders are opened by tender opening committee comprised of three – four officers in presence of representatives of the companies taking part in the tenders. The tender documents are sent to the concerned official for matching specifications and then to purchase advisory committee for final recommendation of the committee. After the recommendation of the PAC, the proposal is sent for audit concurrence. Finally the file is approved by the Director.
     
    Administration
    The administrative files are moved with an application which is initiated by the dealing assistant (LDC / UDC), goes to assistant and Assistant Administrative officer and then to Administrative officer. The file is then sent to the Director with the comments of AO for approval. If there is any financial implication, the file is sent to Assistant Finance and Accounts Officer for financial concurrence and then sent to the Director for final approval.

 4) The norms set by it for the discharge of its functions

    Efforts are made to deal with the cases as expeditiously as possible in accordance with the rules, regulations and other instructions issued from time to time. The time schedule for disposing of some of the cases is defined in the relevant rules/instructions, which is given in the citizen charter of the Directorate displayed at prominent places.

 6) A statement of the categories of documents that are held by it or under its control

    The various Sections of the ICAR-DMR have the files, documents /records relating to their Sections along with the references and the correspondence.

 7) The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof.

    The Institute Management Committee of ICAR-DMR consists of members from ICAR, New Delhi, State Agriculture Universities, State Horticulture Departments, Scientist and Administrative officer from DMR and Progressive mushroom growers. They decide direction of research and other policies of Directorate of Mushroom research. Institute management committee meeting is held at least once or more a year depending upon the agendas and urgency to decide and discuss the policy matters of the Directorate.

 8) A statement of the boards, councils, committees and other bodies consisting of two or more persons     constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils,committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

    The Directorate has Research Advisory Committee (RAC), Quinquennial Review Teams (QRTs), Institute management committee (IMC), Institute grievance committee (IGC), Institute Joint Staff Council (IJSC) and Institute Research council constituted for the purpose of providing advice and guidance for strengthening the programmes.  The minutes of these meetings are accessible on request.

 10) The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations.

 11) The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made.

 12) The manner of execution of subsidy programmes, including the amounts allocated and the details of    beneficiaries of such programmes.

    There are no subsidy programmes.

 13) Particulars of recipients of concessions, permits or authorisations granted by it.

     ICAR-DMR does not grant any concession, permits or authorizations.

 14) Details in respect of the information, available to or held by it. reduced in an electronic form.

    Most of the information held by ICAR-DMR has been converted into electronic form and has been uploaded to our website in the public domain.

 15) The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.

    ICAR-DMR supplies all kind of free literature requested by citizen of India and also all kinds of queries are answered through emails, posts and telephones by our scientists. Besides, a library is maintained by ICAR-DMR, which is open for general public / trainees with the permission of the Director. The library has both priced and free publication on mushrooms science.

 16) The names, designations and other particulars of the Public Information Officers.

 17) Such other information as may be prescribed; and thereafter update these publications every year.

    The ICAR-DMR has designated Public Information Officer / Assistant Public Information Officers. The details of these appointments are available on the websites and the information is updated as and when there is a change in the PIOs.
